Can a university fit an entrepreneur’s needs?

Chris Brogan has found a university that fits him:

I went to an open house for Lesley University, based in Cambridge Massachusetts, and I was mighty pleased with their program offering for adult learners. Listen to this: first, they help you with “life experience” credits, so that you can write your way out of something like 20 or more credits. Second, you can apply CLEP (College Level Equivalency Points) to your credits. You can draw credits from other accredited colleges you’ve attended, regardless of when you took those courses (no shelf life). Oh, and then you can design your own course around what you’re interested in.

Now, someone explain to me why every small town and rural community college and university doesn’t do it this way.
